INI edit works but does not fix

HCL Notes/Domino 8.5 Forum (includes Notes Traveler)

Subject:

I can shut everything down, edit the INI as suggested and the first start of the client after that it works. Once the client is shut down and restarted it is back to not working.

client 8.5 w/ designer and admin
server 8.5.1
